Over the last month world attention has focused on the hundreds of thousands of displaced people who have returned to their homes in Pakistan’s conflict-ridden Swat Valley. The International Rescue Committee (IRC) and other aid groups are helping these people rebuild their communities and lives. But the spotlight on events in the Swat Valley risks obscuring the desperate needs of displaced people from the tribal agencies of Bajaur and Mohmand who cannot return to their homes, says Mike Young, the IRC’s country representative in Pakistan. Bajaur and Mohmand , along with five other “agencies,” make up Pakistan’s Federally Administered Tribal Areas, which by agreement with the government are ruled autonomously by local tribes.

“People are desperate to go home but simply can’t,” Young says. “These areas are home to some of the poorest people in the country and now their homes and crops have been destroyed.”

Six months before a Pakistan military offensive against the anti-government Taliban sparked the crisis in the Swat Valley, a similar anti-Taliban military campaign in Bajaur and Mohmand agencies resulted in the displacement of over half a million people. A recent United Nations assessment of the military operation in the two agencies—which both share a border with Afghanistan—found that not only were hundreds of thousands of people forced to flee for their lives but that thousands of homes and hundreds of small businesses as well as hospitals, clinics, schools, and vital water supplies were destroyed. The UN estimates that at least three quarters of a million Bajauris and Mohmandis have been stuck in hot and dusty camps for over a year.

Young said that fighting between the government and the Taliban is continuing in some areas. And even in areas which the government has declared safe, the Taliban has maintained a presence and is threatening and killing people who attempt to return.

“Conditions are very volatile; many people worry that they will be unable to support and protect themselves if they return,” Young said.

Meanwhile, in recent weeks, a new Pakistani army campaign against the Taliban in the Khyber agency has displaced tens of thousands of people, most of whom have taken refuge in one of the large camps where the IRC is working. Thousands more have fled fighting further south in the tribal agencies.

“Some returnees have been forced to flee for a second or even third time—either because they still fear the Taliban or because they can’t access essential services like water or proper housing,” Young noted. “As winter approaches, their chances of going home in safety and dignity grow slimmer.”

The IRC has been serving displaced tribal communities since the current crisis began in November 2008 and is committed to helping them until they are able to return home. In Pakistan’s largest displacement camp, Jalozai outside Peshawar, the IRC is delivering clean water, running schools and working to ensure that the voices of displaced people are heard at the highest levels – in the Pakistani government, in the humanitarian community and in the counsels of international donor agencies.

“The people forced to flee the conflicts in the tribal agencies feel forgotten by Pakistan and the world,” Young said. “We need to ensure that their needs and rights are respected and that the international community looks beyond Swat to Pakistan’s tribal areas. Not enough is being done. Though progress has been made in helping displaced Pakistanis return home, sustained humanitarian action is needed to help the hundreds of thousands of the country’s most vulnerable citizens who remain in crisis.”

Iran rejects nuclear plan with West


Iran has rejected a draft plan for its nuclear development program that emerged after talks with France, Russia, the U.S. and the UN. According to Iranian state television reports, Iran intends to buy fuel for its nuclear reactors instead of handing over its low-enriched uranium to Russia and France by way of the International Atomic Energy Agency for processing. In the past, Iran has used counter-proposals to extend negotiations and achieve concessions.

UN condemns Brig Moeen’s murder
UNITED NATIONS - The United Nations has strongly condemned “the barbaric killing” of the Deputy Force Commander of UN Mission in Sudan (UNMIS), Brig Ahmed Moeen-ud-Din, who was shot to death while on leave in Islamabad on Thursday.
Brig Moeen joined UNMIS as deputy commander of its nearly 9,000-strong military force, one of the UN’s largest, just five months ago.
“He leaves behind a gap that will not be easily filled,” Secretary-General Ban Ki-moon’s Special Representative for Sudan Ashraf Jehangir Qazi said in a statement.

Street crime unit to combat violent crime




The Columbia Police Department will create a four-officer Street Crimes Unit to combat violent crime, it announced Wednesday in a news release.

Although Columbia Police Chief Randy Boehm told the City Council in early June that violent crime was down 28 percent this year, he said city violent crime has been on the rise locally over the past several years, and that violent crime is increasing nationwide.

“We’re constantly looking to improve our response to violent crime, and we think this is a great way of doing that,” Boehm said.

Capt. Brad Nelson said the key to the unit’s effectiveness would be that it doesn’t respond to calls. Instead, he said, the unit’s goal would be to “disrupt the lives of career criminals” by targeting them for traffic stops and building cases against them. “Career criminals” are a small number of offenders whose records reflect that they are responsible for a large percentage of crime, the news release said.

“The people we are targeting are career criminals,” Nelson said. “We are not targeting innocent citizens, and I can promise you that even though the officers are going to be both proactive and aggressive in their efforts to arrest career criminals, they are going to treat people professionally and with respect.”

The officers would work in areas where police already respond to a disproportionate amount of violent crime, Nelson said. He said the areas would be determined by violent crime trends and input from supervisors, but declined to name specific areas.

“Violent crime occurs throughout the city,” he said.

Boehm said the areas the unit focuses on could change on a daily basis. He said violent crime is often related to other criminal issues, particularly those related to narcotics. He said the street crimes unit would work closely with the narcotics unit, and it would report directly to a sergeant in the narcotics unit.

The unit should be operating by the end of July.

Boehm said the idea originated with the Investigations Division based on models used in other police agencies and national crime trend publications.

The unit will cost about $400,000 for its first year. Nelson said that figure includes salaries and benefits for the four officers in the unit, equipment for those officers and two fully-equipped police cars. He said those vehicles can cost $45,000 each.

In a news release, City Manager Bill Watkins said $125,000 is available now, and the remaining money would come from money saved in other areas of city government, including fuel conservation.

Boehm said the officers will be transferred from within the police department into the new unit, and that new officers would be hired to take their place. He said the unit would be a permanent fixture in the department.

Boehm said the department would have to address concerns about the perception that police single out certain areas unfairly.

“This unit will be tasked with being very assertive in their police work, so there will certainly be some in the community who will not approve of that kind of policing,” he said.

Last year, the department formed a Violent Crimes Task Force to address a spike in violent crime. The task force, made up of several area police agencies, targeted individuals police believed were responsible for violent crimes. It operated for about a month and made 42 arrests, most on felony charges, and made more than 107 traffic stops.

Council split on extra pay

With a 3-3 vote, the City Council of Alexander City shot down an a measure that would reinstate city employees’ annual pay supplement which was sacrificed in the 2009-2010 budget for the first time in 15 years.
The resolution required unanimous consent to be heard at the meeting and received it but failed when the council split during a vote on the item. Council members Mark Fuller, Bill Young and Lottie Wyckoff voted in support of the measure and council members Gaius Dean, Richard Langford and Bob Howard voted no.

Deutsche Börse Launches New Country And Strategy Indices - DAXglobal Latin America Tracks Companies From Latin American Countries - DAXglobal GCC Inde

Deutsche Börse has added more new members to its DAXglobal® and DAXplus® index families. Investors can now participate in the growth of the Latin Americaneconomy with the DAXglobal Latin America Index. The DAXglobal GCC (Gulf Cooperation Council) Index tracks the performance of Gulf States. The new DAXplus Directors’ Dealings indices track the performance of companies at which employees subject to reporting requirements have bought a particularly highvolume of shares in the company over the past twelve months.

The DAXglobal Latin America Index tracks the 40 most liquid companies from Argentina, Brazil, Chile, Columbia, Mexico and Peru in a transparent manner. The Latin America Index currently comprises American Depository Receipts(ADRs) on public limited companies in Latin America that are traded on various stock exchanges across the globe. ADRs are a popular vehicle used by companies inemerging markets to gain entry to the developed capital markets in Europe and the USA. This concept has already been successfully applied to other indices in the DAXglobal family in order to ensure improved tradability.

Another new addition to the international index family is the DAXglobal GCC Index. This index contains the 40 most liquid companies from five out of six of the states in the Cooperation Council for the Arab States of the Gulf. These include the United Arab Emirates (which accounts for 35.0 percent of the index), Kuwait (33.8 percent), Qatar (14.1 percent), Oman (11.8 percent) and Bahrain (5.3 percent). In order to assure a balanced weighting of these countries, the maximum weighting per country in the index has been set at 35 percent.

The selection criterion for the DAXglobal Latin America Index and the DAXglobal GCC Index is an average daily exchange turnover for the last six months of US$1 million. The weighting that the individual countries are awarded in the indices is based on the respective gross domestic product, and each company’s weighting in the index is capped at eight percent.

With the launch of the DAXplus European Directors’ Dealings indices Deutsche Börse has added another three innovative indices to its strategy index family. Each of the indices tracks 30 companies from Germany, Switzerland and the UK at which employees subject to reporting requirements have bought a particularly high volume of shares in the company over the past twelve months. These insider transactions are weighted based on how recent they are. Admission to the index also requires a minimum liquidity of US$1 million in daily exchange turnover. Back-calculations have revealed that an investment based on the Directors’ Dealing approach has considerably outperformed established benchmarks in rising markets.

The European Directors’ Dealings Indices are based on the data service of the same name, European Directors’ Dealings (EDD), which has been offered by Market Data & Analytics since September 2008. Transactions in a stock corporation’s shares conducted by its executive and supervisory boards as well as their family members will be collated, adjusted, verified and then made available in a standardized format for the very first timeand on a transnational basis. Directors’ Dealings information is used primarily as a trading signal. It is taken into account when analyzing investment behavior, and also aids the development and testing of investment strategies.

The index composition of the two DAXglobal indices is reviewed once a year in September, while the DAXplus Directors’ Dealings indices are reviewed on a quarterly basis. All indices are reweighted on a quarterly basis. All new indices are calculated as price and performance indices in euros, US dollars and pounds sterling.

News of Michael Jackson's death swamps news sites

Updated at 4.40pm (US time) with comment from Google and at 5.35pm (US time) with information about CBS' own traffic surge, and at 6.46pm (US time) with statistics from Keynote Systems.

The traffic numbers are beginning to roll in now and it appears online news sites fared poorly in handling a flash flood of traffic following the death of singer Michael Jackson.

Keynote Systems, a company that tracks site performance, is reporting that a review of the more than 30 online news services the firm covers, shows that availability on average fell from 100 percent to 86 percent. The average time it took to access the home pages of top media sites jumped from 4.2 seconds to 8.9 seconds.

Shawn White, Keynote's director of external operations, said that among the sites who saw the biggest drop offs in performance were ABCNews.com, Latimes.com and CBSnews.com.

"ABCNews.com went as low as 11 percent availability for almost 2 hours," White said.

When news of the iconic performer's death began trickling out, scores of people turned to the Web for news. TMZ broke the news that Jackson, 50, known for producing some of the world's bestselling records, including Thriller and Bad, had died Thursday afternoon, but the gossip hub cited only unnamed sources and offered few details. As other news services turned their attention to the story and as the public took to the Web to learn more about the performer's condition, some Web sites began slowing down.

Some Google users complained that the search engine's News area was inaccessible for a time.

A Google representative confirmed that "between approximately 2.40pm PDT (10.40pm GMT) and 3.15pm PDT (11.15pm GMT) today, some Google News users experienced difficulty accessing search results for queries related to Michael Jackson."

CNN.com appeared to be sluggish delivering Jackson stories at times. In its defense, the news organization said that the site saw 20 million page views and a fivefold increase in just over an hour (from where it was prior to when news about Jackson's death began widely circulating).

Even before Jackson's death, Thursday was a big day for news sites as word of actress Farrah Fawcett's death hit the wires in the morning and continued interest in the scandal surrounding South Carolina Gov. Mark Sanford.

The traffic deluge came swiftly and lasted for about a half hour, according to internal data here at CNET News, which saw twice the normal amount of hourly traffic shortly after word of Jackson's death spread. At sister site CBSNews.com, traffic numbers were five times their normal levels.

ADRs are a popular vehicle used by companies inemerging markets to gain entry to the developed capital markets in Europe and the USA. This concept has already been successfully applied to other indices in the DAXglobal family in order to ensure improved tradability.

Another new addition to the international index family is the DAXglobal GCC Index. This index contains the 40 most liquid companies from five out of six of the states in the Cooperation Council for the Arab States of the Gulf. These include the United Arab Emirates (which accounts for 35.0 percent of the index), Kuwait (33.8 percent), Qatar (14.1 percent), Oman (11.8 percent) and Bahrain (5.3 percent). In order to assure a balanced weighting of these countries, the maximum weighting per country in the index has been set at 35 percent.

The selection criterion for the DAXglobal Latin America Index and the DAXglobal GCC Index is an average daily exchange turnover for the last six months of US$1 million. The weighting that the individual countries are awarded in the indices is based on the respective gross domestic product, and each company’s weighting in the index is capped at eight percent.

With the launch of the DAXplus European Directors’ Dealings indices Deutsche Börse has added another three innovative indices to its strategy index family. Each of the indices tracks 30 companies from Germany, Switzerland and the UK at which employees subject to reporting requirements have bought a particularly high volume of shares in the company over the past twelve months. These insider transactions are weighted based on how recent they are. Admission to the index also requires a minimum liquidity of US$1 million in daily exchange turnover. Back-calculations have revealed that an investment based on the Directors’ Dealing approach has considerably outperformed established benchmarks in rising markets.

The European Directors’ Dealings Indices are based on the data service of the same name, European Directors’ Dealings (EDD), which has been offered by Market Data & Analytics since September 2008. Transactions in a stock corporation’s shares conducted by its executive and supervisory boards as well as their family members will be collated, adjusted, verified and then made available in a standardized format for the very first timeand on a transnational basis. Directors’ Dealings information is used primarily as a trading signal. It is taken into account when analyzing investment behavior, and also aids the development and testing of investment strategies.

The index composition of the two DAXglobal indices is reviewed once a year in September, while the DAXplus Directors’ Dealings indices are reviewed on a quarterly basis. All indices are reweighted on a quarterly basis. All new indices are calculated as price and performance indices in euros, US dollars and pounds sterling.

News of a rapidly weakening job sent stocks falling Friday as investors feared that the recession will be deeper and more prolonged than many have expected. The major indexes were all down more than 1 percent and the Dow Jones industrials fell 180 points.

The Labor Department's report that employers slashed 533,000 jobs in November came in much higher than the 320,000 that economists forecast. The job losses were severe enough to add to expectations that Washington will have to take even bigger steps to boost the economy.

Although stocks fell after the report, analysts said Friday's retreat likely would have been steeper if the market hadn't tumbled in the final hour of trading Thursday in anticipation of a weak reading.

Job losses were widespread, hitting manufacturing, construction, retail, financial and other sectors. It was the biggest monthly loss of jobs since 1974.

While the rise in the unemployment rate wasn't as steep as the 6.8 percent forecast, investors clearly believe the employment outlook remains bleak - especially as the layoffs keep coming. On Thursday, bellwether companies like AT&T Inc. and DuPont Co. announced they were cutting thousands of jobs.

In midmorning trading, the Dow Jones industrial average fell 180.40, or 2.15 percent, to 8,195.84 after falling 216 points Thursday.

Gwinnett County fining residents who don't recycle

Gwinnett County residents may have to pay a $500 fine if they don't recycle.

Under a new solid waste ordinance, the suburban Atlanta county penalizes those who throw recyclable items in the trash. The aim is to meet a state policy that requires counties and cities to reduce solid waste by 25 percent.

Local governments reaching that goal will get preference on applications for new landfills.

Gwinnett's recycling program is set to be up and running by July. The county will haul away a list of 35 recyclable items, appliances and furniture.

No other counties in metro Atlanta require recycling, though most offer free hauling as part of trash removal. Associated Press

Governors bet on Florida-Alabama championship game

The governors of Florida and Alabama have upped the ante on the outcome of the upcoming Southeastern Conference championship game.

The Sunshine State's Gov. Charlie Crist has agreed that if the Gators lose to the Crimson Tide on Saturday, he'll send Alabama Gov. Bob Riley a box of Florida oranges. If the Gators prevail, Riley will ship over a rack of ribs from the famous Dreamland Barbeque in Tuscaloosa.

The highly anticipated game between Alabama (12-0) and Florida (11-1) takes place in Atlanta. It's being billed as a showdown between a team known for its power and one famous for its speed.

Dodgers owner Frank McCourt, wife Jamie separate



Los Angeles Dodgers owner Frank McCourt and his wife, Dodgers Chief Executive Officer Jamie McCourt have separated. The couple issued a statement Wednesday night:“Frank McCourt and Jamie McCourt confirm that they are separated. This is a personal matter and they request that their privacy be respected. They will be making no public statements.”Frank McCourt purchased the team from News Corp. in 2004 for $271 million, which included Dodger Stadium. According to the latest valuations from Forbes magazine, the team is worth $722 millionAs the team's CEO, Jamie McCourt is the highest ranking woman executive in Major League Baseball.The couple married in 1979 and have four sons, including Dodgers Director of Marketing Drew McCourt.Currently, it is unknown as to whether the couple will divorce. Should the McCourts divorce, each would be entitled to half of the Dodgers franchise under California law.

Quidnunc?? Well, now you're just making up words!

Thanks to the brilliant writers of Hollywood, the movie Love Happens with Jennifer Aniston and Aaron Eckhart has got us all banging our heads against the wall with befuddlement.

In the movie Aniston's character, Eloise, goes around writing words like quidnunc and poppysmic on hotel walls. Why? That's not important, seeing that the movie stunk anyway.

What's obviously important is what those words actually mean. Many online surfers have been frantically searching for the meaning to this obscurity. So I thought I would grant us all some ease by presenting you with the definitions to these words, along with a few other rarely used vocabulary gems

Quidnunc- an inquisitive and gossipy person

Poppysmic- sound produced with smacking of lips

Abacinate- to blind by putting a hot copper basin near someone's eyes

Rhytiscopia- an obsession with one’s facial wrinkles

Pantagamy- married to everyone

Peladophobia- fear of people who are bald

Zygodactyl- toes arranged in pairs, two facing forward and two backward

Kalling- fortunetelling based on what variety of cabbage a blindfolded person picks

Kalology- the study of beauty

Doytin- to walk about stupidly

Gymnophoria- the sensation that someone is mentally undressing you

Misandronist- a person who believes men are the source of all problems

Mackabroin- A hideous old woman

And finally…

Grandiloquent- pompous or extravagant in language, style, or manner.

Fort Worth’s Soulever Lift to release “Everything Must Collide”

— Fort Worth's Soulever Lift, a group known for boldly blending fierce, progressive rock with R/B and soul, will release their second studio album, Everything Must Collide, on November 13 at the Aardvark in Fort Worth.

The record showcases Soulever Lift leaning farther towards their hard rock influences, while still keeping their feet firmly planted in their trademark steady groove. It also features guest keyboard wizard Bobby Sparks (Marcus Miller, Lalah Hathaway) on four tracks.

Since their formation in the fall of 2006 and the release of their debut album in early 2008, the band has built a growing base of fans and enjoyed a steady stream of shows throughout Texas and surrounding states.
